Who should be blamed in this situation?

The US Constitution has separated the government powers for a reason. The Executive branch is only supposed to enforce the law passed by the peoples and the States representatives. It is not in their power to legislate anything. The peoples house and the States Representatives in the Senate are only to make laws and do not have executive powers they only have the power to oversee how the Executive branch is execution the laws they have passed. If the executive is abusing their power it is the Congress that must hold them accountable using the Judicial branch of the government and or change the law.
